UDD is the only physical planning agency of Bangladesh Government under the Ministry of Housing and Public Works. It acts as an associate organization of the Government of the People’s Republic of Bangladesh in decision making of policies related to rapid population growth, urbanization, Landuse and Land Development. As per the “Allocation of Fuctions”, UDD is engaged in co-ordination of land use and formulation of regional planning for the whole country. Moreover, it is engaged in formulation, up-gradation and co-ordination of different tiered of planning package such as Structure Plan, Urban Area Plan and Detailed Area Plan up to the lowest level of administrative set-up of the country. Since 1965, this directorate has been playing a vital role in creating adequate & balanced urbanization by formulating development plans of medium and small-sized towns all over the country except the four Metropolitan cities Dhaka, Chittagong, Khulna and Rajshahi. This directorate has formulated Landuse Plan/Master Plan of 50 (fifty) District Towns/Pourashava and 392 (Three Hundred Ninety two) Upazila Towns. Development activities of the respective areas have been taken place in accordance to the Master Plans.
In recent past, UDD has successfully completed preparation of Development Plans of two divisional towns: Sylhet & Barisal. Moreover, it has formulated Cox’s Bazar Development Plan to foster tourism development in a planned and coordinated way. At present, UDD is trying to incorporate disaster risk reduction and climate change issues in physical planning through collaboration with Comprehensive Disaster Management Programme (CDMP-II) and Asian Disaster Preparedness Centre (ADPC). Under the MoU between CDMP-II & UDD, one GIS Lab and one training room has been established and the human resource development activities are going on.
